rosewood+elementaryA Los Angeles elementary school teacher who allegedly placed a bag over a student’s head was set to appear in court Friday, two days after he was arrested, authorities said. Thelmo Garcia, who taught fourth grade at Rosewood Elementary School, is accused of child abuse for the alleged bag incident, which occured in class, according a statement from the LA County District Attorney’s Office.
