CHESTER, Pa. — A young mother is facing child endangerment charges after a photograph showing a child bound to a chair with duct tape was found in the internet. The photo shows child wearing only a diaper, its arms and legs affixed to the chair and its mouth covered by silver tape. 21-year-old Caira Ferguson admits she is the woman in the photo and that the child is hers, but denies posting the picture online. The image, given to WPVI-TV in Philadelphia, PA by the Chester Township Police Department, had a previously created credit to the website mediatakeout.com.
