SOUTH OGDEN — Officers arrested Rachel Ann Patrick, 29, for third-degree felony child abuse. South Ogden Department of Public Safety said Patrick allegedly struck a child with a phone charger cord multiple times on the arms, back and legs causing welts and bruises to the child. READ MORE HERE
