BALDWIN — Until a few days ago, Randolph County Sheriff’s Department Capt. Janice Barbour had never seen reports of an examination by a physician and a social worker in the emergency room of a St. Louis Hospital that concluded that a 14-year-old girl had been raped in August.

On the night of Aug. 5, the child tearfully told her grandmother and guardian, Sandra Clossen, that while riding her bicycle in the Dry Lake area, she was led to a remote duck blind and raped by one man while four other men watched.

But Barbour, who led the police investigation, didn’t get copies of the reports written by medical and social workers until Tuesday — one day after she closed the case with no arrests made and without interviewing any suspects. The medical and social worker’s reports were shown to Barbour by a News-Democrat reporter with the permission of the family.
